Recurring tasks

Some tasks should be able to be completed multiple times. It should be up to the donor whether they want to only donate a fixed number of times, or indefinitely.

For example, a task for onboarding more developers onto the platform. It should be clear that the user will be prompted for a donation each time a new developer is added.

TODO: make sure the UI is clear about roughly how much financial obligation it is.
